The S-400 Triumf, designated “Sudarshan Chakra” in Indian service, is a long-range, mobile surface-to-air missile system acquired from Russia to form the outermost, longest-range layer of India’s integrated air defence network. India signed a $5 billion contract for five S-400 squadrons in October 2018, and the system has since become a central pillar of the country’s layered air-defence architecture, engaging in live combat for the first time during Operation Sindoor in May 2025.[1]
India’s decision to proceed with the $5 billion S-400 purchase in October 2018 was made despite explicit warnings from the then Trump administration that the deal could trigger sanctions under the U.S. Countering America’s Adversaries Through Sanctions Act (CAATSA), legislation specifically designed to penalise countries conducting significant defence transactions with Russia.[2] Washington ultimately opted not to sanction India, with U.S. officials stating that the intent of CAATSA was to impose costs on Russia rather than to damage the military capabilities of American allies and partners such as India — a diplomatic outcome widely credited to sustained Indian lobbying and the broader strategic relationship between the two countries.[3]
The S-400 is a multi-tiered air defence system using four distinct missile types to cover different engagement envelopes: the ultra-long-range 40N6 (up to 400 km, using active radar homing to strike high-value targets such as airborne early warning aircraft, electronic warfare platforms, and strategic bombers), the long-range 48N6 (around 250 km), the medium-range 9M96E2 (about 120 km), and the short-range 9M96E (roughly 40 km) — giving a single battery the ability to simultaneously engage threats from close-in aircraft to distant high-value assets.[4]
India received its first three S-400 squadrons by 2023, deployed at strategically chosen locations to cover both the western border with Pakistan and the northern and eastern approaches relevant to China, including installations reported near Pathankot and in Rajasthan and Gujarat. Delivery of the remaining two squadrons was delayed due to disruptions linked to the Russia-Ukraine conflict and associated sanctions on Russian industry, but the fourth squadron arrived in India in mid-2026, with the fifth and final squadron under the original 2018 contract expected around November 2026.[5]
The S-400’s operational value was demonstrated for the first time during Operation Sindoor in May 2025, when the system reportedly achieved a record-range engagement, downing a high-value Pakistani surveillance aircraft at a distance exceeding 300 km — among the longest confirmed air-defence kill ranges achieved by any operational SAM system in a real conflict.[6] Indian defence planners have since cited the episode as strong validation of the system’s effectiveness against a range of aerial threats, including drones and missile-related escalation scenarios that characterised the broader 2025 crisis cycle with Pakistan.[6]
In 2025, India announced “Mission Sudarshan Chakra,” a comprehensive national air defence shield initiative with a target horizon extending to 2035, envisioned as an integrated, layered interception architecture combining the S-400, indigenous systems such as Akash and the developing Akash-NG, and other sensor and command networks into a unified air-defence umbrella over key cities and strategic assets.[7] As part of this expansion, India’s Defence Acquisition Council approved a major procurement package worth an estimated $28–30 billion in late March 2026, with the acquisition of five additional S-400 squadrons identified as one of its most strategically significant components.[8]
India’s S-400 deployment plan has been explicitly framed around the possibility of a simultaneous or coordinated two-front threat from Pakistan and China, with squadron locations chosen to provide overlapping coverage against both the western and northern approaches to Indian airspace, reinforcing deterrence against both neighbours’ growing air power and missile capabilities.[9]
As a Russian-sourced system operating alongside a mix of Indian, Israeli, and other Western-origin sensors and weapons in India’s broader air-defence network, the S-400 presents ongoing integration challenges around data-sharing, common command-and-control architecture, and logistics/spares support — challenges the Mission Sudarshan Chakra framework is intended to address through a unified, layered command structure rather than siloed individual systems.[7]
As the longest-range surface-to-air system in Indian service, the S-400/Sudarshan Chakra provides area air defence coverage far beyond that of any indigenous system currently fielded, forcing adversary air forces to operate more cautiously near Indian airspace and providing critical protection for high-value military and civilian infrastructure. Its demonstrated combat performance in 2025 has significantly reinforced its perceived deterrent value.[6]
