Nirbhay is an Indian intermediate-range, subsonic, terrain-hugging cruise missile developed by DRDO, capable of carrying either conventional or nuclear warheads and designed for eventual deployment across land, sea, and air platforms. Unlike India’s more successful supersonic BrahMos, Nirbhay’s development has been marked by a long and troubled testing history, though a redesigned variant successfully completed a key test in 2024.[1]
Domestic development of Nirbhay began in 2007 under DRDO, intended to give India an indigenous, long-range, subsonic land-attack cruise missile complementing the shorter-range, supersonic BrahMos in India’s precision-strike arsenal. The missile was first tested in March 2013 from the Integrated Test Range at Chandipur, Odisha, but the test failed when the missile veered off its planned trajectory, forcing controllers to destroy it in mid-flight.[2]
Nirbhay’s subsequent test campaign was marked by repeated setbacks: of the missile’s first several tests, three ended in failure, attributable variously to propulsion, guidance, and structural deployment issues that required extensive redesign work between attempts. A notable success came in October 2014, when the missile precisely struck a target roughly 1,000 km away, but subsequent tests in 2015, 2016, and 2017 saw further mixed results, including a widely reported October 2020 test failure that was linked in some analyses to problems with a newly integrated engine.[3] The programme’s difficulties drew sustained criticism and periodic calls within Indian strategic circles to either fundamentally redesign or shelve the project, though DRDO and the government continued to back further development.[4]
Nirbhay is designed with a range of roughly 1,000-1,500 km, flying at subsonic speed using terrain-hugging, low-altitude flight profiles to reduce radar detectability, similar in concept to Western cruise missiles like the Tomahawk. The missile is intended to be deployable from multiple platforms — land-based transporter-erector-launchers, ships, and potentially submarines — and to carry either conventional high-explosive or nuclear payloads depending on mission requirements.[5]
In mid-April 2024, an upgraded, Manik-engine-powered variant of Nirbhay — referred to as the Indigenous Technology Cruise Missile (ITCM) — successfully completed a test flight off the Odisha coast, achieving low-altitude “sea-skimming” flight using waypoint navigation, a significant validation of the redesigned propulsion and guidance systems following years of setbacks with the original configuration.[6]
As of the mid-2020s, the Indian government has been considering inducting Nirbhay in significant numbers across all three armed services, with the Army and Air Force having previously received in-principle approval for induction in 2021, though a firm induction timeline for large-scale deployment remains uncertain given the missile’s protracted development history.[1]
DRDO’s Aeronautical Development Establishment is separately developing a submarine-launched cruise missile (SLCM) based on the Nirbhay design, competing conceptually with options like Russia’s Kalibr and European MBDA’s naval cruise missile offerings for India’s future submarine-launched strike requirement; the SLCM programme faces a projected five-year development and trials timeline, with induction not expected before 2030.[7]
Despite its difficult development history, Nirbhay is intended to give India a genuinely long-range, subsonic, multi-platform cruise missile option that complements BrahMos’s shorter-range, supersonic profile — offering a different set of trade-offs (longer range and lower detectability at the cost of slower speed) valuable for certain strike scenarios, including potential future nuclear delivery from land, sea, and eventually submarine platforms.[5]
