Any major aircraft purchase or indigenous development started today will take <strong>3\u20135 years<\/strong> to become fully operational.<\/p>\n\n\n\n<p>This reality explains why the IAF sees the acquisition of <strong>114 additional Rafale fighters<\/strong> as the safest and fastest solution. India already operates <strong>36 Rafales<\/strong>, and expanding an existing fleet appears operationally sensible.<\/p>\n\n\n\n<p>But this \u201csafe solution\u201d may come at a price that can only be described as a <strong>Kidney for Rafale<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why Rafale Looks Like the Best Option<\/strong><\/h2>\n\n\n\n<p>There is no denying the capability of the Rafale.<\/p>\n\n\n\n<p>It is among the world\u2019s best <strong>4.5-generation fighter aircraft<\/strong>. Its weapon ecosystem makes it especially attractive for India\u2019s threat environment.<\/p>\n\n\n\n<p>Key strengths include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Meteor<\/strong> long-range air-to-air missile<\/li>\n\n\n\n<li><strong>SCALP<\/strong> deep-strike cruise missile<\/li>\n\n\n\n<li><strong>MICA NG<\/strong>, the next-generation air combat missile<\/li>\n<\/ul>\n\n\n\n<p>Against Pakistan, Rafale offers clear operational advantages. From sensor fusion to strike depth, it gives the IAF confidence in both offensive and defensive missions.<\/p>\n\n\n\n<p>The problem, however, is not capability. The problem is cost and what that cost actually includes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Two-Pronged Rafale Problem<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1. A \u20ac40 Billion Entry Ticket<\/strong><\/h3>\n\n\n\n<p>Media reports suggest India may pay <strong>north of \u20ac40 billion<\/strong> for 114 Rafale jets. That puts the <strong>per-aircraft cost at roughly \u20ac350 million<\/strong>.<\/p>\n\n\n\n<p>For comparison:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>36 Rafales (2016 deal): ~\u20ac222 million per aircraft<\/strong><\/li>\n\n\n\n<li><strong>26 Rafale-M for Navy: ~\u20ac275 million per aircraft<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Yes, the new deal will include local assembly in India and long-term support. Facility amortisation and services will push prices up. But even accounting for that, the jump is significant.<\/p>\n\n\n\n<p>This is the first warning sign that the <strong>Kidney for Rafale<\/strong> narrative is not exaggeration.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. Expensive Jets, Limited Weapons<\/strong><\/h3>\n\n\n\n<p>Despite the massive upfront cost, India will <strong>not<\/strong> receive a large stockpile of weapons.<\/p>\n\n\n\n<p>This is not speculation. Recent events confirm it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>SCALP Missile Purchase Raises Hard Questions<\/strong><\/h2>\n\n\n\n<p>Just yesterday, <strong>ANI reported<\/strong> that India is purchasing <strong>\u20ac300 million worth of SCALP missiles<\/strong>.<\/p>\n\n\n\n<p>This is notable.<\/p>\n\n\n\n<p>When India signed the original 36-Rafale deal, then Defence Minister <strong>Late Shri Arun Jaitley<\/strong> stated that India would avoid revealing weapon inventory numbers so adversaries would not know the stockpile size.<\/p>\n\n\n\n<p>However, the need to buy SCALP missiles again after a single high-intensity operation suggests something else.<\/p>\n\n\n\n<p>During <strong>Operation Sindoor<\/strong>, SCALP missiles were reportedly used in <strong>10\u201315 numbers<\/strong>. If replenishment is required so quickly, it indicates that the original inventory was not very large.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What Does \u20ac300 Million Actually Buy?<\/strong><\/h2>\n\n\n\n<p>According to the Italian defence website <strong>The Aviationist<\/strong>, the unit cost of a SCALP missile in 2024 was around <strong>USD 3 million per missile<\/strong>.<\/p>\n\n\n\n<p>A simple euro-to-dollar conversion shows that a <strong>\u20ac300 million deal<\/strong> would give India roughly <strong>100\u2013120 SCALP missiles<\/strong>. That is not a war-sustaining stockpile. This leads to the first major cost issue.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Hidden Cost #1: Weapons Are a Continuous Expense<\/strong><\/h2>\n\n\n\n<p>French weapon systems are expensive and they must be bought <strong>again and again<\/strong>.<\/p>\n\n\n\n<p>Missiles are not a one-time purchase. Training, deterrence patrols, and actual combat operations consume them rapidly.<\/p>\n\n\n\n<p>These recurring purchases add heavily to the <strong>life-cycle cost<\/strong> of the Rafale program. This cost is rarely discussed in mainstream media coverage but matters enormously for long-term force planning.<\/p>\n\n\n\n<p>This is where the <strong>Kidney for Rafale<\/strong> argument becomes unavoidable.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Hidden Cost #2: Rising Unit Price Over Time<\/strong><\/h2>\n\n\n\n<p>With a projected total of \u20ac40 billion:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Unit cost rises to ~\u20ac350 million<\/strong><\/li>\n\n\n\n<li>This is significantly higher than previous Rafale deals<\/li>\n\n\n\n<li>The price is now comparable to some fifth-generation programs globally<\/li>\n<\/ul>\n\n\n\n<p>Even if support and infrastructure are included, this number will shape future budgets and crowd out other programs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Rafale Is a Necessity: but at What Price?<\/strong><\/h2>\n\n\n\n<p>There is no escaping reality.<\/p>\n\n\n\n<p>Rafale is not a luxury for the IAF. It is a necessity driven by shrinking squadron strength and limited short-term alternatives.<\/p>\n\n\n\n<p>But necessity should not mean blind acceptance.<\/p>\n\n\n\n<p>At this scale, Rafale risks becoming a <strong>Kidney for Rafale<\/strong> deal, possibly even two.<\/p>\n\n\n\n<p>With <strong>President Emmanuel Macron expected to visit India soon<\/strong>, developments around this acquisition are inevitable. Momentum will build quickly. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Minimum India Must Demand<\/strong><\/h2>\n\n\n\n<p>If India is paying this price, expectations must be clear.<\/p>\n\n\n\n<p>At the very least, India should secure:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Future access to integrate <strong>Indian-origin weapons<\/strong><\/li>\n\n\n\n<li>Reduced dependence on French weapons for every mission<\/li>\n\n\n\n<li>Long-term flexibility without repeated renegotiations<\/li>\n<\/ul>\n\n\n\n<p>Without this, the Rafale will remain an elite aircraft but also a permanently expensive one.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Final Thoughts<\/strong><\/h2>\n\n\n\n<p>Rafale will strengthen the Indian Air Force. There is no doubt about that. But strength purchased without autonomy becomes dependence.
